The Tanzania Zambia Railway Authority (TAZARA) is undergoing
a transformation that will lead to improved performance following the
introduction and tying of managers to performance-based contracts.
“I can assure you that TAZARA is undergoing transformation
as both the Tanzanian and Zambian governments are keen to see it change. Right
now, there are three Committees of the Board that are monitoring every decision
that we make as management,” Dr Ndumbaro said.
He assured TAZARA’s clients that the company would undergo
remarkable changes because it was the desire of the shareholders to transform
the company into a catalyst of development in the region, as was originally
envisioned by the founders of TAZARA.
So far, he said the two Regional General Managers for
Tanzania and Zambia have been made to sign performance-based contracts and all
managers below are also expected to sign these contracts in due course.
“Therefore, with the serious approach and attention shown so
far by the two governments, we expect a change in the working culture. Everyone
is now focusing on results, especially since it has been made clear by the
Board of Directors that whoever does not perform should either leave TAZARA
voluntarily or be forced out,” he said.
Both KCM and Impala welcomed the developments at TAZARA and
pledged to double the allocations of freight to TAZARA. KCM Head of Marketing,
Logistics and Concentrate Procurement, Mr Amol Mehra said that KCM was
encouraged by the commitment shown by the government of Zambia through the
injection of US$32 million working capital for TAZARA.
Mr Mehra also assured the Managing Director of TAZARA that
KCM was ready to increase its monthly transportation of cargo to Dar es Salaam
through TAZARA to 10,000 tonnes as long as the railway was consistently able to
deliver on time.
And Impala Country Manager (Zambia), Mr Clement Mwiya said
that the logistics company would be happy to see change at TAZARA.
“What we would like to see is consistency and commitment to
see TAZARA perform to its highest capacity with clear predictability and
reliability,” said Mr Mwiya, adding that Impala was able to guarantee enough
traffic in both directions of TAZARA.
Mr Mwiya said that Impala was currently moving around two
trains per month (about 2,600mt) but would be happier with five or more trains
of containerized cargo every month, noting that railway transportation was the
preferred mode.
